The only place Leo Wanta was ever ambassador to was the land of the looney toons. He is a convicted fraud and scam artist, and has been thrown out of several countries in Europe for trying to defraud people. He is a fraud, always has been a fraud, and always will be a fraud. There is no money, never was, and never will be. Henry Paulson was not arrested, and since the World Court has no authority to even attempt something like that the story is just that much more preposterous. In the second place, as a US official, he would have been traveling under diplomatic passport and so immune from arrest.
This whole thing is on par with the NESSARA fiction, it'll happen real soon now, and it has been going to happen real soon now for several years.
