No. I renewed the registration plates last November. This paper is for a yearly Motor Vehicle Excise Tax. In Massachusetts, they tax everyone 2.5% of the appraised value of the car every single year. They say it is a tax for the "priviliage of registration". I thought paying the reg fees pays for the "priviliage". It was instituted during WWII for the war effort. But of course, just like every other government program and tax, it never goes away.
