I think it began and still is instilled with credit only when the man or woman begins cashing paychecks.

That makes sense but I am still awaiting evidence of anybody speculating on a birth certificate, or even a SSN prior to paychecks being endorsed for private credit with the Federal Reserve. Once when the hospital demanded the father name a deadborn late-term aborted fetis, I was convinced that someone was already speculating on that birth certificate even though the birth and death certificate were simultaneous. And still, I can think of no other motivation for that action. But I still lack proof.

I have never considered the birth certificate and SSN working in conjunction. The only evidence I have is FDR's quote above and that depends on endorsing paychecks.

It is very likely a trust owned by the US. - Like Eric Madsen describes for the SSN Card itself; the physical card.
