If they arn't getting paied, that is their problem... While it is rare, the driver of a taxi has given me a free ride before, they have also negotiated the fare on occasion.
We all know the Courts have held that a Statute that would alienate an unalienable right (or even a civil right), is in fact, void, and no law at all.
If People are forced to be treated as
drivers when they choose to travel via their unalienable right of way, then the right of way and the right to travel would be being alienated.

The "right of way" seems to be being misunderstood by you. You seriously misunderstand a simple common right.
It is obviously an aspect of the right of Liberty, do you disagree with this?
People obviously have a right to travel via their right of way.
Why do you keep trying to imply they do not?
Why do you keep trying to trun them into drivers and operators when they don't want to drive or operate motor vehicles?
People have no right to use the way for profit (drive) without a licence. We the People want our
peice of the pie. Prehaps this is the answer to these questions.
