Cp2000 - 1099-c

Anybody have any experience with the IRS sending a CP2000 letter claimimg that a creditor has sent a 1099-C for a discharged debt?

In 2001 a credit card company "charged off" two credit card accounts of mine that I had requested verification for. They also reported the "charge off" to the credit bureaus. I disputed the accounts with the credit bureaus and eventually ended up with a notation saying the account was disputed. Seems that Chase Manhattan Bank took over the original credit card issuer since the accounts were "charged off" and sent the IRS a 1099-C in 2006 for the tax year 2005.

Title 26 says the credit card issuer has to report the 1099-C before March 31 in the year following the "charge off". I have disputed the CP2000/1099-C and they responded with the statement that they think it is correct and I have to take it up with the Chase.

Isn't the IRS a debt collector that has to follow the FDCPA?

Any help would be greatly appreciated.
