APA and traffic
<font color=darkblue face=verdana>I, for one, started started looking into it just about a week ago. It seems that an "agency order" (come to by an "agency determination") is required before the State can bring a claim against a person. It also seems that calling them on this in court stops EVERYTHING in that they have not exhausted all administrative remedies and are guilty of malicious prosecution.
