Lets start from the beginning.

Ovbiously you want to get a video record of things happening near your car.

First, why do you want to transmit it to a remote location via the web? Wouldn't a normal recorder in the car work just as well?

If you want to transmit it via the Internet, you are going to need (in the car) the camera, a computer, and some kind of communication device that is alway working.

WiFi isn't any good because it only works over very short distances. You'd have to be in a public hot spot to use it and, unless the compouter was set up to automatically scan and connect to hot spots, you'd have to sit there at the keyboard and do it yourself.

You really have a very limited number of choices of communications links. Remember, there has to be something at the other end of the link that's always awake, and is tied to the web.

The most widely available options you have are a PDA or a cell or satellite phone with internet capability. Even then, you'd have to either leave them dialed in all the time, (that's an awful lot of minutes per month) or make a new call every time you wanted to record something.

One other choice is an amatuer radio unit which will work but takes a lot of technical ability to set up properly.
