There's a lot of commercial terms used to engage us into adhesion contracts.
The following is a draft of a letter I will be sending to the State Dept.
Note this is for Texas.

To whom it may concern,

My given name is John Quincy my family name is Doe. I have been researching law for the past three years, and have found that I have been defrauded by the Texas State Department of Public Safety, or in the least case was misled to believe that I was required by law to contract with the State in order to quote, “drive”. Though the initial statement is true I was not made aware that by contracting with the State I was trading an inalienable right to travel for a revokable, taxable privilege. My request is based on the definitions of these commercial terms.

Drive- TRC §522.003 (11) “Drive” means to operate or be in physical control of a motor vehicle.

Motor vehicle- PC §28.01 (4), §30.01, §31.11 ( c), §32.34(a)(2), 501.002(14), §502.001, §503.001(10), §522.003 (21), §541.201 (11), §601.002 (5), §621.001 (5), §642.001 (1), §683.001 (4), §706.001 (5), §725.001 (3), §728.001 (2), V §4413(29c)(1) all definitions pertain to a “vehicle”.

Vehicle- PC §28.01 (4) “Vehicle” includes any device in, on, or by which any person or property is or may be propelled, moved, or drawn in the normal course of commerce or transportation.
30.01 (3) “Vehicle” includes any device in, on, or by which any person or property is or may be propelled, moved, or drawn in the normal course of commerce or transportation, axecpt such devices as are classified as habitations. TRC §502.001 (24) “Vehicle” includes a device in, on, or by which any person or property is or may be transported, or drawn on public highway, other than a device used exclusively on stationary rails or tracks. §621.001 (9) “Vehicle means a mechanical device, other than a device moved by human power or used exclusively upon stationary rails or tracks, in, on, or by which a person or property can be transported on a public highway. The term includes a motor vehicle, commercial motor vehicle, truck-tractor, trailer, or semitrailer but does not include manufactured housing as defined by the Texas Manufactured Housing Standards Act (Article 5221f. Texas Civil Statutes). §684.001 (7) “Vehicle” includes any device in, on, or by which any person or property is or may be transported on a public roadway. The term includes an operable or inoperable automobile, truck, motor cycle, recreational vehicle, or trailer, but does not include a device moved by human power or used on a stationary rail or track.

Traffic- (Black’s Law Dictionary) 1. Commerce; trade; the sale or exchange of such things as merchandise, bills, and money. 2. The passing or exchange of goods or commodities from one person to another for an equivalent in goods or money. 3. People or things being transported along a route. 4. The passing to and fro of people, animals, vehicles, and vessels along a transportation route.

Transportation- (Black’s Law Dictionary) The movement of goods or persons from one place to another by a carrier.

Carrier- (Black’s Law Dictionary) An individual, organization (such as a railroad or an airline) that transports passengers or goods for a fee.

I do not engage in traffic or commerce on public highways or roadways, therefor by definition I do not “drive”, hence I am not required to contract with the State in order to do so.

In the past I have found it frustrating and pointless to try to explain this concept to so called law enforcement officers, and have realized that in order to prevent being detained along the roadside, and issued several citations for what would otherwise be considered traveling it would be to my benefit to have attached to my conveyance some sort of government issued identifier.

I do hereby make my request to be issued State Department tags for my private conveyance. If this is agreeable to the State Department please reply with instructions to,
