It seems that DHS is concerned by the fact that your contact with your father is an issue. How is he involved in this matter?? Perhaps they are worried that sis is going to have contact with the kids.....more info needs to be given to anyone attempting to help you.
Its going to be a huge uphill battle because DHS has already seized custody of the children and like they say, possesion is 9/10ths of the law. Its also going to be tough because by the very fact you have either petitioned DHS or the family court has given them complete jurisdiction in the matter.
