The laws are substantially the same everywhere, just stated somewhat differently.

All state codes use the word "transportation" to define a motor vehicle, which defines operation, which defines driver, which defines the need for a license.

It boils down to- what does "transportation" mean? The word seems to imply "for-hire", from the beginning.

I can see how a regular DL (from any state) could be a 'pending-endorsement' cdl. It's good for all the other benefits, except for an actual hire. Insurance regulations, job qualifications, proof of competence, etc. This is the state's response to a popular demand for regulated driving credentials- so the formerly exclusive CDL was extended to the general public.

transportation= carrying as though 'for-hire'

transportation for compensation= actually carrying 'for-hire'

The state still regulates the use of the public ways. They still require all the terms and conditions of license- civil info, capacity, and competence. That goes back to the IDP issue (see thread "Vehicle Code Remedy").
