Hmmmm . . I've never done DHS stuff, but in general; they are an agency under the executive branch, therefore subject to the Administrative Procedures Act (APA) of your state

Any time an "agency action" affects one's "substantial rights" they can have an "administrative hearing" by an administrative law judge

I would default the DHS FIRST by using the Clyde Hyde default course in the members only downloads
