A license, or permit of any kind issued by the State is an adhesion contract no matter what you attach to your signature(sic).
The signature(sic) attachment prevents a government agency from monetizing your unique identifier (name) and has no effect on the contract itself.

To submit is to bow to the will of another.
To apply is to plead, or beg.
To register is to relinquish all possessory control.
To drive is to be engaged in commerce on public right of way.

In summery, when you “submit” an “application” to “register” yourself as a “driver” you have bowed to the will of the State to beg them to assume control of your god given right to travel, and you are admitting to being engaged, or have the intent to engage in commerce on public right of way.
The contractual agreement is still there.
