No matter how you sign Huh?

If I were to sign the line.
Per (Signature however you sign),For STATE OF CALIFORNIA

And on the application the name put on the line for name is the all cap name spelled exactly as is on the certificate of live birth, that I am the recipient bearer of that they demand that you present to apply for a license.
Who is bound to that contract/agreement?

Submit
Application
Registration
Driver

To submit is to bow to the will of another.
To apply is to plead, or beg.
To register is to relinquish all possessory control.
To drive is to be engaged in commerce on public right of way.

In summery, when you “submit” an “application” to “register” yourself as a “driver” you have bowed to the will of the State to beg them to assume control of your god given right to travel, and you are admitting to being engaged, or have the intent to engage in commerce on public right of way.
The contractual agreement is still there.

I feel confident that if I am mistaken on this I will soon be corrected.
