That's what Justice Wilson was saying when he wrote: "As the State has claimed precedence of the people; so, in the same inverted course of things, the Government has often claimed precedence of the State; and to this perversion in the second degree, many of the volumes of confusion concerning sovereignty owe their existence." Now, all we have to do is recognize this, and turn it back around.

The Constitution of the State of Michigan has, in their Declaration of Rights, being Article One of the Constitution of the State of Michigan. Article 1 § 1 declares:

"All political power is inherent in the people. Government is instituted for their equal benefit, security and protection."

The Constitution of the State of Michigan begins with the preamble:

"We, the people of the State of Michigan, grateful to Almighty God for the blessings of freedom, and earnestly desiring to secure these blessings undiminished to ourselves and our posterity, do ordain and establish this constitution."

It must be noted that the people of the State of Michigan did not "ordain and establish" a king to rule over them; nor did they intend to "ordain and establish" anyone to rule over them, giving them "sovereign" powers.

No doubt, most other State Constitutions have similar entries.
