But this may be analagous to property tax- we need to get the automobile out of the system altogether. I would find out the normal procedure to transfer the title to an overseas jurisdiction, 'out-of-state', so this is reflected in the record. But barring that, at least owner name and address overseas, or "abroad" (the land). Owner separate from driver.

And then I still need to be able to sustain my position of :

foreign registered and licensed (just in case, better to have 2 good arguments...)

AND

'private transit'- not a 'vehicle', not a 'device used for transportation of outside quantities' ("persons or property")

This is interesting, because who is 'using' the device for transport here

The persons or property-owners being carried?

The owner of the vehicle to carry such items?

I use a public bus for transportation, the driver is just operating it. The owner of the bus might be using it as well, to engage in transport of persons (or property), which makes the bus a vehicle. If it is registered for use then there is implied consent to be treated as such.
