He messed with the system and quite possibly caused risk management some financial loss. And THAT, from their viewpoint, is far more heinous than murder ever could be!
The commercial lien process, while quite valid and worked several years ago, is no longer effective against public officials. Lawmakers in most states have effectively indemnified rogue public servants via legislation making this illegal. You can administratively default the official and get either a common law jury decision or certificate of dishonor from a notary all you want, it aint gonna fly! No defacto state or federal court recognizes common law bodies and it's the notary's a$$ barbequed and smothered in molasses if he/she participates in such an action! Bottom line, you wont be able to get a court to recognize/ domesticate your foreign judgment and make it legal to file the lien.
