Clarification: IMHO, if you expatriate from something--that implies that you were once part of something. Thus, this is your admmission that you were once (and possibly still are) a US Citizen.
Now if you make them prove that you are who they say/think you are, well that is a different matter isn't it?

Good point... but will he be able to work for the city? And this web forum is the first time I've heard the term "strawman", I've managed to get the gist of what you all mean, but what precisely does it mean, how does it factor in, and how do you use it?
