Check out one of the other links I submitted called, "Empire of the City". It is a little long at 6 hours...lol. Luckily, it is broken into 2 three hour chunks. Cities like Washington D.C., London City, and the Vatican are city-states with their own jurisdictions and the whole shebang.
London City follows the Law Merchant. Washington D.C. follows Lex Fori (Law of the Forum), and the Vatican follows Canon Law.
I've found quite a few other gems on the web too
. I'll have to post them as I surf the web. There are some really good documentaries out there. Much better than the tripe they replay over and over again on TV.
