In order to get diplomatic plates, you would have to have, and have to present credentials from a government that the US State department recognizes and has diplomatic relations with. It would also require that you be a citizen of said government.
The state plates you see issued to Consuls, honorary or otherwise, require the same paperwork, except presented to and accepted by the state in question, and approved by the State Department. The only difference is that with Consuls, they can be appointed by the foreign government, but it still requires approval by the State Department.
Nice fantasy, but not going to happen.
