You can file it in the state of Washington. I've heard its the easiest to file a UCC 1. They accept them from any state. It's the same as if you had a judgment in one state-- the person who filed the judgment can file it any other state and the state has to accept it. Sister state laws.

The contract is the security agreement. If you did not reference it in box 4 your UCC-1 then you have no contract.

Also, the address for the debtor should be different from the secured party.
