A Winston Shrout suggestion....

I was watching a Winston Shrout seminar. (Colorado: Solutions in Commerce Disc 4...i think) In this section he talks about how anyone can "accept for value" any bill. He said that you could simply write accepted for value w/ some other literature and send the bill to the treasury. I was unaware that you could do this without having any paperwork filed i.e ucc-1, chargeback, etc. Is this something that can be done that way?
