I took me a while to figure out that RCW meant Revised Code of Washington (not Wisconsin, not Wyoming, not even West Virginia).
Revised Code of Washington, sec 82.04.200 means that the excise tax laws (title 82) apply to any federal lands - such as military bases, federal prisons, national forests, etc. - that are inside the state boundaries of Washington.
I have no idea why this puzzled you or why you would turn it into a puzzle for the rest of us. I'm not gonna bother with badly written questions in the future.
