I experimented w/ this a bit this weekend.
I went to the local safeway and found two types of these "pre-paid debt/credit" cards that you could buy: (a) Netspend (listed above) and (b) Only1 (Safeway is a re-loading center for these types of cards, and they sell them retail as well).
Netspend does *
not* allow you to activate the card w/o a SSN.. I "played" w/ them a bit about this on customer service, and eventually talked to the group manager, who admitted to me that he was an illegal immigrant from Mexico.
So that's Netspend.
Only1 *does* allow you to activate the card w/o a SSN, and I've successfully used it for a couple small online transactions. I was able to do so w/o giving anyone (at Only1) any SSN. Only1 also has lower monthly fees (if you intend to keep the card for that long).
However, the thing about Only1 is that the "default name" that ships on the credit card isn't accepted by most Internet POS terminals. The Only1 card ships w' "ONLY1 CUSTOMER" (for the "name", where your in-commerce name would ordinarily appear).
Both Internet POS points I tried to use it at rejected this "name"..
They did however accept "ALL ACCESS CUSTOMER", and the transaction cleared w/o problem.
