Yes, it's the district of Columbia.
However, most people (such as the employer) believe it to be the entire country, including all states. When I told the employer I wasn't a U.S. citizen, he told me I'd have to fill out an I-9 form, lol! So he obviously wasn't sure what I was talking about. He didn't dismiss what I said, he just kept falling back on the fact that the corporate over him tells him to do things this way, and no other.
