afaik, every state will "ok" the IDP as it is a united States thing (under the federal gov't's jurisdiction). HOWEVER, be aware that there are some fraudulent IDPs that the "police" know to look for, etc. i couldn't tell you which ones, but i know that certain groups got in heapo hot water for issuing "bogus" IDPs...

i may be wrong, so if someone else knows better, please correct me...
