Yes... it would appear that the state of washington, does offer a portion of their state owned lands to the population for a price. The price, however, is steeper than one would imagine.

By recording the newly acquirred Title in the office of the recorder of deeds, it would then become just like any other land owned by a citizen. It would be subject to taxes, rules, regulations, the whim of legislation based on the concerns of special interest groups.

What the state of washington is failing to tell the people, is the simple fact that their intent is to increase their own tax base. They are in need of more revenue and therefore, they intend to suck the people into a deal where the people would be requirred to give up more of their hard earned money. State owned lands, even when sold over to the population, are a far cry different from lands granted through a US Patent.

I suppose the real question that you need to ask, is whether or not you desire to 'own' land that someone else is going to regulate.
