I am well aware of the issue of states vs. republics.
That being said, I have not requested anybody to enter a state - I asked for a location. There is nothing restricting you from entering a republic in the location field of your profile.
Also, the search page does not return matches for a state. If you read critically, it returns a list of members/blogs "near to state name...".
Keep in mind, the purpose of this resource is simply a way for members to locate one another in a unified fashion, not to serve as public notice. It has no legal or commercial implications and as such the wording is a non-issue, any more than a search you type into google or the username you have chosen so others we can identify your posts.
A state is not a location, please do not confuse the two.
