You seem to have the right approach on this but, please watch your wording of your letter.& it should be written as matter of fact nothing more.& the question is not who is and who is not a taxpayer.& that is not and should not be the issue.
You know who you are.& they think they know who you are.& the only common ground that both of you are on is the alleged debt.& their trying to collect and your trying to pay it.& that is the situation.& Offering a good faith payment upon verification does not imply that you are who they say you are.& it just shows good faith upon verification of their claim.& Now they can either take the payment or refuse it.
If you want to go into the area of who is who--just start with jurisdiction and go from there.& but, i would stick to the alleged debt issue and never leave it.&use your remedy and go in peace.
