I would first start with human resources at her job. Write a letter and ask the question. then respond accordingly.
This method will create a paper trail and enventually evidence to support your case. Remember admission trumps evidence. If your evidence is their own admission--you got something.
So start with human resources first since they had to give the IRS information on her in the first place.
Unless someone on the forum has a better route for you to go.
