Here's a theory why it could be 2007 or 2008.
A president can be elected for a 3rd term during a "crisis". Since we KNOW they have stuff planned tha'll make 911 look like a Sunday school class, maybe they need a "crisis(es) " to get the Skull & Bones puppet in there for another term just for consistency.
