Here's what dictionary.com has for the term concession:
A grant of a tract of land made by a government or other controlling authority in return for stipulated services or a promise that the land will be used for a specific purpose.
From the above definition it sounds like the government owns the land, not your brother. Maybe you could look into land patents also.
If need more time to figure out what to do, I suppose your brother could pay and sign it "under protest"... and take them to court on it on a later date.
