<BLUE>While working on the "NOTICE OF EXPATRIATION AFFIDAVIT FROM "U.S. CITIZENSHIP" TO "AMERICAN" CITIZENSHIP" I've been finding some rather interesting cites.& Here is one of them:


In the Cumulative Bulletin of the 63rd Congressional Session, Chapter 16, Section 2, 1913, page 177, you will find the terms "State" and "United States" identified.& These are the territories over which Congress has exclusive jurisdiction over the landmass and the citizens are subject to the sovereign jurisdiction of the Congress of the United States.


United States is construed to mean "any territroy, Alaska, DC, The Commonwealth of Puerto Rico, Philippine Islands, American Samoa, Guam, Virgin Islands, Midway Island, Commonwealth of the Northern Mariannas, Federated States of Micronesia, Republic of Palua, Marshall Islands, Johnson Island, Baker Howland and Jarvis Islands, Kingman Reef, Palmyra Island, and Navassa Island."& Only these people carry <U>U.S. citizen ID cards</U> and are <U>required</U> to have Social Security Number, as they are "U.S. citizens."

<FONT face="arial, helvetica, sans-serif"><FONT face="Verdana, Arial, Helvetica, sans-serif">The 63rd Congress promulgated the Quarterly Cumulative Bulletin and is located in the Congressional Record of Session 1, Ch. 16, 1913, Page 177, Section Two.& A copy is attached to this letter.& It stated a Supreme Court Case, NY v. MERRIAM, 36 NE 505, 141 NY 479, Affirmed 16 S. Ct. 1073, 41 L. Ed. 287 which identified the various Constitutional amendments such as the 16th concerning the federal income tax.</FONT></FONT>
