You would probably record a 'Notice of the Non-Existence of Marriage License' at the county recorder where the original marriage license was recorded. In that notice you would refer back to the recording number on the original marriage license. I do not know how you would word such a document-- but that how I believe it is done. You could run an ad in your local newspaper, but I don't know if that is an absolute requirement for what you want to do.
