I have heard this 'wait for instructions' doctrine before. From Harold Joseph who said, "I will pray over it." in July 2001 when I filed the bill. That same day. "I will pray over it." meaning, "I will try my best to undo what you have done, David Merrill."
Be a doer. If you receive instructions through the Holy Spirit of God, by all means do not deviate. Read the Bible and other historical and spiritually guiding materials. Worship and praise God together and severally. Keep open to the instructions.
Just do not wait. Be a doer. Act on your best instincts. Know that the kingdom of heaven was implemented and made manifest with one small change in the Law:

To be simply able to trust one another upon our word. That is the foundation for the change called the Messianic Age. And Jesus clearly (especially if you read the Book of Thomas in original form) indicated the kingdom of heaven is already within us awaiting manifestation.
