Not really. It is only a brief, of which an opposing side responded to presenting an opposite argument/perspective on how the Act should be interpreted in light of the distinctive factual situation.& It is not law, only an argument for law to be interpreted a certain way.& This case has likely been already ruled upon, considering the petition for cert. was granted in 2002, rendering this brief moot.& The questions the brief presented would not be relevant to anyone attempting to achieve or defend individual sovereignty for themselves.
