Sounds kind of like what the mortgage companies do doesn't it? Hmmm.
Anyway, The FBI doesn't care whatsoever about the little guy getting scammed. I've been the victim of thousands of dollars in mail fraud (I send money order for product and recieve nothing) and most of the time when I report it, I get no reply whatsoever.
The policing agencies exist only to protect the elite from the peasants, don't fool yourself. They don't give a damn about the little guys loosing their houses (obviously, or they'd go after the lending fraud) They care about protecting the interests of the moneychangers. After all, if the banks were all taken down, who would launder all the CIA/DEA/FBI drug and gun running money.
