Talking Bordered Posted Signs

I used to think the border around the street signs were just there for decorative purposes ...to make the sign stand out, and look good. There must be a underlying reason that those borders are there on the signs..... Usually there's a reason behind everything they do, and could the "box" you are "requested" to sign inside of on one of those "offers/drafts", "bills", "Notice to Appear", citations that the "blue coats" freely give you, have any relationship to the box/border around the writing on the signs?

It appears that whats "in the box" is important and and everything else is extrinsic.

Anybody have insight to the significance?
If there is, maybe we should be putting our stuff in a bordered letter when we have dealings too!
