IF you want written proof by the Post Office, ask them what is the correct format for addressing something for international mail?
In their book International Mail Manual (IMM), it tells you clear as day. the reason I say this is because you can address something to someone in another state, using the international mail format and it proves that the US is a foreign gov. from the states. For example,
TL DAVIS
c/o 123 Freedom Ave.
Biloxi,
Mississippi
This is a piece for international mail. It may not be accurate but that is the idea.
