just because the states makes the "presumption" that a VIN = commerce doesn't mean it is so - as you stated.& simply rebut.


a VIN is a number assigned by the manufacturer of the place travel device to assist with identification for&a multitude of reaons having nothing really to do with the State.


the State may choose to use the number for its own purposes, but that is up to the State.& just like we use a phone number.
