Right to Travel Questions

Sorry this is all new to me and&I&am confused. If I put this in the wrong section please let me know.

1. I have been reading the "Right to Travel" document&and have some questions about it. It is a bit confusing. I noticed that at the end it says that "poeple have waived their right to travel unrestricted and volunteered into the jursidiction of the state." Does this mean that since I signed&paperwork when I got&my license that I am agreeing to follow the rules and restrictions&of the state that was put on my constitutional right to travel in my car.

2. Also stated in the Right to Travel document it says "Every officer should keep the following US court rulings -- discussed earlier -- in mind before issuing citations concerning licensing, registration, and insurance." Is this only concerning&licensing, registration, and insurance? Or does the right to travel cover other citations such as speeding, illegal lane change, careless driving, etc? Can the government put restrictions such as a&speed limit&on my right to travel?

Sorry for the stupid questions but again&this is all new to me and I just found out about some of this information.

Thanks for the help,

Paul

BTW is there a section that I can ask these questions?
