The one paragraph above my Picture read,
The Ohio Secretary of State, Ohio State, United States of America; hereby requests all who it may cocern, to permit his sovereign Ohio State Citizen named herein, to pass without hinderance and in case of need, to give all lawfull aid and protection.
I consider this a foooter to build a solid foundation on.

I am confused [nothing new however <grin>] You claim the Ohio SoS Apostilled your letter of citizenship, however in the header of your post you list North Carolina as your state. What are you indicating??..you live in N. C. but are a citizen of Ohio?....you are travelling thru N. C. when you penned this message?...something else??
Please clarify this, as I am gathering info for my apostille and need accurate information on which to base my actions.
FWIW in Illinois the Index department of the SoS agency deals with the apostilles.
