IRS diversion of refund



Okay, for the second time, a family member has been a victim of the IRS "diversion" Squad.& This time, for a purported debt that was corrected with an amended 1040, which they accepted and issued a REFUND for -- in other words, the debt they orginally "expressed' was not a debt at all, and an overpayment had been made.& This week,a letter stating&a portion of the current refund was diverted to satisfy this debt.& Right hand vs Left hand stuff I guess.&


so my question is, how "strong" do I come on to the IRS regarding this matter?& Is this not fraud?& Definitely unsubstantiated and undocumented.&
