Actually Seeker,
That is the starting point. Repealed Title 26. Would this guy start there instead of fencing with them? IMHO, the more he plays by their rules--the more he is appearing to be under their jurisdiction.
He has a nice tactic to the game but, it seems that he is not playing his game but theirs. that is the scary part. Nice link though.
