I would assume from just the text you provide that the Martin's Private Acts is a compilation of otherwise unpublished enactments of the NC legislature before 1826, and that (perhaps for lack of a more official source) this section makes Martin's edition authoritative as the source of those acts as if it had been the official state publication. I suspect that, 180 years after the book appeared, this section has gotten very little usage in recent years.
