Francis X. Martin was a Mason and publisher of the North Carolina Gazette at New Bern, North Carolina.
In his role as publisher, he frequently published the matters which were covered in the previous session of the North Carolina General Assembly.

Hanover county.
40. To authorize J. H. BRYAN, of the town of Windsor, and such persons as
may associate with him for the purpose to raise a sum of money by lottery to
enable them to carry on a manufactory of Salt.
45. To restore to PHILIP HOLCOMBE, of Buncombe, the privileges of a
citizen.
69. To authorize ELISHA ANDREW, of Bladen county, to erect and keep up two
gates on his own land, on the road leading from Cape Fear river to South river.
76. To authorize SILAS HALEY, SEN. to erect a gate on the road leading
from Rockingham, in the county of Richmond to his ferry on Peedee river.
