Am I missing something???

I read the HJR 192, trying to see for myself how FRN's are not "real money" and able to be used to pay debt according to the Resolution. Because when I read the amended line that states



"All coins and currencies of the United States (including Federal Reserve notes and circulating notes of Federal Reserve band and national banking associations) heretofore oe hereafter coined or issued, shall be legal tender for all debts..."

that, to me, says that FRNs are legal tender for debt. What am I missing!?!
