I heard somewhere that If the firearm is a Commercial Item (meaning produced and sold by a company taking part in Commerece), then it can be regulated by the state. However, If you were to secure the resources to build your own weapon, without using Reserve Notes (use gold and silver instead of cash, or dig up the resources), then there can be no regulation. It's not that you don't have a right to bear arms, it's that you do not have the right to bear commercial arms. Anything that has ever been touched by commerece can be regulated. Go out and build your own pistol.
