How does this photo enforcement work, as in how do you become eligiable for one?
Why can't the photo be contested? How can anyone cross-examine (face your accuser) a photo? Suppose the camera is not set up properly? Maybe you have a twin brother or sister? Like a traffic ticket, the photo seems to be
prima facie evidence, it can be rebuted.
