You can not be forced to do anything you do not wish to.
So no, you do not HAVE to accept anything.
In my 'offers' a/k/a parking tickets... I have refused for cause, accepted for value + returned lack of claim...
To force someone to accept something, the 'acceptor' would simply have to add the tcd to the signature and then withdraw it at a 'safe point'....
