http://www.gemworld.com/usavsus.htm really does not answer my question, except maybe to confirm that United States of America is only a descriptive name of a the group of states. If UNITED STATES OF AMERICA is different than United States of America, and the same as UNITED STATES as the site says, then that answers the litigant question, anyway. Wish there were some authorities.

I think the answer may be in a subjective grey area; distinguishing a body politic from a body corporate. That is tough.
